Anglo-Chinese will continue to be entitled to
the rights of British subjects, and the questior
of their protection should be determined in
each case in accordance with the rule laid down
in paragraph 25 Chapter XXV of the Consular
Instructions. In the event of an angla-
Chinese, not registered in accordance with the
new scheme, applying to a British Consul in
China for a passport for the purposes of travel
outside China, and being able to establish his
British nationality, the matter would normally
be dealt with in accordance with paragraph 9
Chapter XXVI of the Consular Instructions,
namely, a passport would be issued unless the
Chinese Government were known to object. If
in your opinion the issue of such passports
would be liable to lead to abuses in China
you will doubtless suggest an appropriate
remedy. Outside China a assport would no doubt
be issued on proof of nationality.
